		<description>There&#039;s a reason behind the secrecy behind ACTA is because most of whats being proposed would never pass by each countries legislator without public scrutiny. As a result, packaging everything into a trade agreement may help push the initiatives they want without having to go though the whole ordeal of facing the public and puts pressure on countries that don&#039;t want to follow by putting trade on the line.

Its a shame that some of the good things being include in ACTA such as ISPs right to Safe Harbors actually may take a turn for the worse because it seems the requirements are ever increasing in the the debates on the things that ISPs must do inorder to have Safe Harbor. It seems like in some ways they are being pushed more closely to having to be police of the internet</description>
